Volunteering Matters response to the launch of the National Youth Strategy

The strategy is a bold and welcome step forward. It places youth voice, experience and leadership at its heart. It sets out a compelling vision for a fairer, more connected society and recognises the vital role of youth-led community action in achieving that goal.

We’re proud to deliver the #iWill Movement and to have played a leading role, as part of a consortium with UK Youth and others, in enabling young people to shape the National Youth Strategy through the #DeliverYou campaign. Together, we facilitated a nationwide process that amplified the voices of young people, giving them the space to share what matters most in their communities and what they want to see change.

Amanda Naylor OBE, Chief Executive of Volunteering Matters, said:

“This strategy reflects what young people across the country have been telling us for years. They want to be heard. They want to be trusted. And most importantly, they want to lead. It is no longer enough to consult young people. We must co-create with them, support their ambitions and remove the barriers that stand in their way.

“Young people are already driving change in their communities. From tackling loneliness and mental health, to building belonging for refugees and challenging injustice, they are showing what real leadership looks like. What they need from us is partnership, trust and investment.

“They have also told us clearly that this cannot just be a programme. It must be rooted in community, in connection, and in systems that understand the complexity of young people’s lives. This means recognising intersectionality, and that no issue stands alone. To make lasting change, we must address the wider structures and inequalities that shape their experiences.

“At Volunteering Matters, we have seen how youth-led social action builds stronger communities and transforms lives. This strategy rightly places civil society at the centre of delivering that vision. It is not a supporting act. It is the foundation.

“We are committed to ensuring every young person has the chance to lead change, not just be affected by it. The time for tokenism is over. This is a moment to shift power, grow trust and build a society where all young people can thrive.”
